Vienna’s Approach to Inclusive Masterplanning

Eva Kail will share insights from her groundbreaking career transforming urban planning through gender-sensitive lens. From her early research in Vienna uncovering everyday travel patterns of girls and women — introducing the now fundamental concept of “trip chaining” — to leading the city’s gender mainstreaming policy, Kail has reshaped how public spaces, parks, and playgrounds are conceived. Her work has guided over 60 development projects in Vienna, including Europe’s largest new district, Aspern Seestadt, ensuring that urban masterplanning embeds principles of accessibility, inclusivity, and play from the outset.

Drawing on decades of evidence-based research, model projects, and planning innovations, Kail reflects on how small interventions in design and policy can have lasting impacts, offering a blueprint for child-friendly cities worldwide. Her talk illuminates how thoughtful masterplanning not only shapes spaces but empowers generations, leaving a legacy that will influence city-making for the next century.
